The final deliverables in this project included an "Implementation Plan". One of its recommendations was to establish an organisation which would encourage others interested in electronic signatures to collaborate further. To see how to join in, follow the link.

The project partners launched a new initiative to carry on the work of the W-SPES project when it comes to its conclusion.This is the SPES CITIES network.
The core issue recognised is that there is a "chicken and egg" situation. There are not sufficient applications requiring electronic signatures to justify a deployment of PKI, whilst without a deployment of PKI, there is no catalyst for new applications. Whilst recognising the role of the market in specific instances, the project concluded, given the low likelihood of "hierarchical intervention" to solve these issues, the approach taken would have to rely heavily on networking and building communities of interest to collaborate on solving real issues together.
It was recognised that simply showing "best practice" was not sufficient and real mechanisms for lasting collaboration would help continue the initiative in progress. And to make the break-through which would make the use of electronic signatures mainstream.
